Baotou Issues "15th Five-Year" Clean Energy Action Plan, Targeting Full-Scenario Green Hydrogen Self-Circulating City by 2028

BAOTOU — On September 8^th, the Baotou Municipal People's Government released the Baotou Municipal Action Plan for Promoting High-Quality Development of Clean Energy Industry During the "15th Five-Year Plan" Period. The plan outlines a roadmap for a modern industrial ecosystem, leveraging a multi-energy framework incorporating wind, solar, hydropower, hydrogen, energy storage, nuclear, and biomass to accelerate the construction of a new energy system.

The plan explicitly accelerates the implementation of integrated wind-solar hydrogen production projects, including Huadian's 1,000 MW and Huadian Tuoyang's 500 MW initiatives. In terms of transport and transmission, the city will advance the commissioning of the main long-distance hydrogen pipeline from Damao Banner to urban Baotou, while planning branch pipelines to various industrial parks to construct a "one trunk, multiple branches" green hydrogen pipeline network. Hydrogen refueling and integrated energy stations will be deployed across downtown areas in tandem, industrial parks, and transport hubs, targeting a refueling network capacity that fully supports daily fuel cell vehicle operations by 2030. Additionally, the plan promotes high-pressure gaseous and solid-state storage and transport, expands into cryogenic liquid and organic liquid storage pathways, and broadens green hydrogen applications across industrial manufacturing, transportation, natural gas blending, and hydrogen-based fuels.

Regarding equipment manufacturing and technical innovation, Baotou will develop hydrogen production materials such as catalysts for water electrolysis and semiconductor materials for photocatalytic water decomposition. The city will also advance hydrogen production equipment, solid-state hydrogen storage devices, hydrogen transmission pipelines and hydrogen refueling equipment. Key R&D priorities cover low-cost hydrogen production, high-performance rare-earth solid-state hydrogen storage materials, liquid hydrogen storage and transportation, hydrogen fuel cell stacks and system integration, green hydrogen-chemical coupling and green hydrogen metallurgy.

The plan also proposes to issue and implement Baotou’s regional pilot construction plan for hydrogen energy in the energy sector. It targets the completion of pilot projects by June 2028, building an innovative city featuring full-scenario green hydrogen self-circulation.
