SINOPEC Ningbo Engineering Launches FEED for Uzbekistan SAF Project, Marking Central Asia's First Integrated Green Aviation Fuel Complex

NINGBO, September 15^th — SINOPEC Ningbo Engineering Co., Ltd. ("Ningbo Engineering") recently hosted the Front-End Engineering Design (FEED) kickoff meeting for Uzbekistan's Sustainable Aviation Fuel (SAF) project in Ningbo, officially launching the FEED engineering phase. The initiative represents Central Asia's first large-scale, fully integrated sustainable aviation fuel production complex.

Earlier this year, at the 2026 Tashkent International Investment Forum, Ningbo Engineering executed the FEED and detailed engineering design contracts with Allied Biofuels FE LLC. Representing a total planned investment of approximately USD 6.1 billion, the complex is designed to produce 400,000 tonnes of SAF annually. The project integrates biomass feedstock processing, green hydrogen production, SAF, power-to-liquid e-SAF, and green diesel manufacturing, alongside supporting photovoltaic and energy storage installations. Upon completion, output will serve the local Uzbek market while exporting to aviation hubs across Central Asia, the Middle East, and Europe.

During the kickoff meeting, stakeholders aligned on project execution standards, design bases, project schedules, critical milestones, and key deliverables. Utilizing gasification and Fischer-Tropsch (F-T) synthesis technologies, the complex adopts a technical pathway combining biomass gasification coupled with green hydrogen production to generate SAF.
