Hunan's 5,000-Tonne Annual PEM Hydrogen Production Project Receives Filing Approval on August 12, 2026

HUNAN, China — Hunan Guoye New Energy Co., Ltd.’s annual 5,000-tonne PEM water electrolysis hydrogen production project has received filing approval, according to information published on August 12 by the Hunan Provincial Online Supervision Platform for Investment Projects.

The project is located in Tianjing Village, Luojiang Town, Miluo City, Hunan Province, and is designed to be integrated with the 48 MW Tianjingshan vertical-axis wind farm.

The Miluo Municipal Development and Reform Bureau issued the filing certificate for the wind power-coupled PEM hydrogen production project on July 21, 2026. The project was subsequently recorded on the Hunan Provincial Online Supervision Platform for Investment Projects under project code 2607-430681-04-05-875332.

According to the filing information, the project has a planned hydrogen production capacity of 13,350 standard cubic meters per hour, corresponding to approximately 3,000 tonnes of green hydrogen production annually.

The project will be developed in two phases:

Phase 1: Annual hydrogen production capacity of approximately 1,080 tonnes, with an estimated investment of RMB 90 million.

Phase 2: Annual hydrogen production capacity of approximately 1,920 tonnes, with an estimated investment of RMB 150 million.

The construction scope includes PEM electrolyzers and supporting systems such as hydrogen purification equipment, compressors, water treatment systems and hydrogen storage tanks. The project will also include pipeline installation, electrical connection works, hydrogen production workshops and a central control room.

The total estimated investment in the wind power-coupled hydrogen production project is RMB 240 million.
