The tender announcements were released on August 28. Located in the Yumen East Building Materials and Chemical Industrial Zone, the project covers approximately 1,540 mu of land and is planned to include facilities capable of producing 60,000 tonnes of green hydrogen and 200,000 tonnes of green methanol annually.

Major facilities will include water-electrolysis hydrogen production and hydrogen storage units, with annual capacities of 244.8 million Nm³ and 432 million Nm³, respectively; biomass storage and pretreatment facilities; two 16.92-tonne-per-hour biomass gasification units capable of processing 243,650 tonnes of biomass pellets annually; shift conversion and purification facilities; methanol synthesis and refining units with a green methanol output of 27.78 tonnes per hour; and supporting utilities for the overall plant.

Sichuan Jiujian Energy Co., Ltd. was established on March 7, 2025, with registered capital of RMB 90 million. The privately owned energy technology company focuses on solar power generation technology services, intelligent control system integration and AI-based industry application system integration.

On September 29, 2025, Chengdu Xinsheng Energy Co., Ltd. and Sichuan Jiujian Energy Co., Ltd. signed a cooperation agreement in Chengdu. The two companies will focus on green power development, green methanol production and applications across the industry value chain, with the aim of developing an integrated “green power–green hydrogen–green methanol” model.

Under the cooperation plan, the companies will establish a system combining direct green power supply, on-site conversion and full-chain operations. Leveraging Xinsheng Energy’s wind and solar power generation resources and Jiujian Energy’s methanol synthesis technology, the partners plan to convert renewable electricity into green hydrogen and then combine the hydrogen with carbon dioxide to produce green methanol. The approach is intended to enable the conversion of renewable energy into a liquid energy carrier and facilitate higher-value applications.

The two companies also plan to jointly develop modular energy supply systems. Initial demonstration projects will be developed in resource-rich regions such as Sichuan and Gansu, while the partners will explore applications including green methanol substitution and gradually develop a full-chain service ecosystem covering production, storage and transportation, and end-use applications.
