Jiangmen Release Refueling Infrastructure Plan, Targeting 37 Hydrogen Stations by 2030

JIANGMEN — The Jiangmen Municipal Hydrogen Refueling Station Layout Plan (2026–2030) was official released on September 9^th. The plan outlines that by 2030, Jiangmen aims to construct 37 hydrogen refueling stations, achieving a total daily refueling capacity of 20 tonnes (annual refueling capacity of 7,300 tonnes) to build a demand-aligned, safe, and efficient hydrogen refueling infrastructure framework.

Under the plan, Jiangmen has mapped out a total of 37 candidate station locations by 2030:

By Administrative Region: Pengjiang District (4), Jianghai District (3), Xinhui District (8), Taishan City (9), Kaiping City (5), Heshan City (5), and Enping City (3).

By Functional Service Zone: Urban(12), Highway(8), Port Area(7: 5 in inland river ports and 2 in seaports), and National/Provincial Arterial Road Stations (10).

In addition, the plan reserves 20 backup hydrogen refueling stations. If the 37 planned stations cannot be implemented due to land ownership issues, planning adjustments or other reasons, or the reserved sites feature greater market demand advantages, the backup stations will be converted into official operational stations as appropriate.

Regarding supporting safeguards and operational mechanisms, the plan outlines four key measures:

1. Establish clear division of responsibilities and cross-departmental synergy to streamline project approvals and operational regulatory oversight.

2. Guarantee land supply and funding by encouraging flexible land-use policies and the utilization of idle spatial assets, supporting the expansion or retrofitting of existing gas stations into integrated oil-hydrogen stations, and actively guiding participation from both private capital and state-owned investment platforms.

3. Introduce a dynamic location adjustment mechanism that permits actual project sites to be optimized within a 3-kilometer radius of initially designated locations.

4. Implement strict safety management across all development phases, ensure full compliance with soil and water conservation approvals as well as specialized evaluations for inland waterway navigation and pollution prevention, and accelerate the buildout of digital safety monitoring framework.
